Jennifer Murnane O’Connor
Minister of State at the Department of Health with special responsibility for Public Health, Wellbeing and the National Drugs Strategy
Appointed in January 2025, she plays a key role in shaping national policy on public health, health promotion, disease prevention, tobacco control, wellbeing, and Ireland’s response to drug and alcohol-related harms. She is also leading the development of Ireland’s new National Drugs Strategy and advancing initiatives aimed at reducing health inequalities and improving outcomes for vulnerable communities.
A Fianna Fáil TD for the Carlow-Kilkenny constituency since 2020, Jennifer brings decades of public service experience to national politics. Before her election to Dáil Éireann, she served as a Senator in Seanad Éireann from 2016 to 2020 and built a strong reputation through more than two decades of service in local government. Throughout her political career, she has been recognised for her commitment to community engagement, accessibility, and advocacy on issues affecting families, children, older people, and rural communities.
As Minister of State, Jennifer has prioritised preventative health measures and policies that empower individuals and communities to improve health and wellbeing. Her portfolio includes addressing key public health challenges such as smoking, obesity, alcohol-related harm, physical inactivity, sexual health, and health equity. She is also focused on improving access to healthcare services for marginalised and underserved groups, including people experiencing homelessness, Travellers, Roma communities, refugees, and those affected by addiction.
Jennifer is widely known for her practical, people-centred approach to policymaking and her dedication to ensuring that communities have a strong voice in national decision-making. A passionate advocate for inclusion and opportunity, she has consistently championed measures that support families, strengthen communities, and improve quality of life across Ireland. Her work reflects a belief that effective public policy is built through partnership, listening, and collaboration with citizens, stakeholders, and frontline services.
Today, Jennifer continues to work across government, healthcare, and community sectors to advance a healthier, more inclusive Ireland, with a strong focus on prevention, wellbeing, and delivering positive outcomes for individuals, families, and communities throughout the country.
